Rick is a former Member of the New Zealand Parliament having served for 18 years. He was a Minister for six years holding various positions in the Helen Clark administration. During his term, he was also the Assistant Speaker of the parliament and the Senior Government Whip.

Currently, Rick advises government agencies and companies on public administration, government affairs and corporate governance. Over the years, he has worked in a number of countries focused on election monitoring, constitutional matters and public policy administration.
​
He continues to be the Chief Crown Negotiator on behalf of the New Zealand Government, in resolving an enduring settlement of historic grievances between Maori and the Crown for breaches of the Treaty of Waitangi.
​
In addition, he is the Chair of the West Coast District Health Board and the Deputy Chair of the Hawke’s Bay Regional Council.
​
He also serves on the board of a number of companies including Napier Port, a publicly listed company in the NZX Top 50.
​
As such, he brings a wealth of experience in both the public and private sectors.
